Morgenthau served as US Secretary of the Treasury during Franklin D. Roosevelt's administration, where he played a major role in developing the New Deal, and in financing US participation in World War Il.

• He designed the "Morgenthau Plan", a post-World War II policy recommendation to permanently split Germany into separate states with a stateless "International Zone", and cede significant portions of its land to neighboring countries.
